: A) Harry Reid is a Senator, not a Representative. He may not vote in the House.
B) With all the attempts at repealing the Affordable Care Act (forty now), the GOP has not forwarded any jobs bills.

: Because the vast majority of "jobs bills" that the House has passed are what's known as message bills, not any kind of actual beneficial legislating. Message legislation is meant to deliver a statement as much as to make public policy. Such bills are never expected to win final passage.
